Tender engineer

Description

Within the Great Middle East (Middle East, India, Pakistan, East Africa) and Asia Pacific the Tender Engineer is responsible for commercial and technical proposals covering the PCM product Surface Transfer pump range and services for oil & gas markets. The candidate will be based at the office of PCM Middle East, Dubai and reports to the local Tender & Projects Manager.

Key responsibilities  

Principal tasks:

  • Collaborate with the sales teams and perform contract reviews before validation in the system
  • Review and interpret customer requisitions and specifications & the related tender documents
  • Run the company design & equipment selection tools to size and configure the best & cost efficient equipment selection
  • Prepare complete technical proposal using company CRM/ERP tools, including scope of supply, drawings, datasheets, performance curves, clarifications and deviations against customer specifications
  • Prepare complete commercial proposal using company CRM/ERP tools, including pricing and delivery
  • Ensure that clarifications are raised well in time to get better clarity on tender submission
  • Assist the tender manager with the preparation of a list of clarifications and qualifications to the proposal
  • Engage in customers’ technical discussions and extend technical support to sales teams
  • Understand the business goals, challenges and the requirements of the customers
  • Apply commercial policies and generate accurate estimation cost-price sheet on the scope of supply based on feedback from design engineering, material suppliers, manufacturing/assembly, service, documentation and project management
  • Evaluates bid documents and coordinate with the sales team members to determine whether to acknowledge/decline as per company policy and regulations
  • Create deviation & clarifications list against tender technical specifications & commercial terms when necessary and submit with the tender documents to customers
  • Attend bid technical clarifications meetings with customers
  • Prepare specifications and issue RFQ documents to intercompany and third party suppliers
  • Review and qualify offers from suppliers and negotiate costs
  • Assist & coordinate with the sales team in the contractual negotiations with customers to attain high margin purchase orders
  • Liaise with intercompany compliance & legal teams to receive feedback & clarifications on customer tender and purchase orders terms & conditions
  • Record all negotiation results from suppliers and customers and upon receipt of order and participate & lead in project management 'hand-over' meetings to ensure that all technical and commercial objectives are understood by the project management or order handling personnel
  • Participate in regular tender progress status meetings
  • Support project management and procurement activities and carry out other duties as and when business requirements dictate or as may be reasonably expected by the line manager
  • Document all work & lessons learned from projects for future proposals reference
  • Build and strengthen relationships with customer, suppliers and vendors
  • Comply with all Company and HSE policies and procedures
  • Be fully familiar and fully conversant with department and company policies, procedures and processes, ensuring all work and actions undertaken are in full compliance at all times
  • Assist and provide input in the development of systems and improvement in working practices and processes.
     

Qualifications/Experience:

  • Holder of Engineering Degree preferably Mechanical
  • At least 5 years experience in Oil and Gas Industry in estimation and proposals
  • At least 3 years experience of working in Oil and Gas API 676 Progress Cavity Pump & PCP technology
  • Broad Knowledge & Experience in rotating equipment’s, electric motors, gearboxes, couplings, pressure relief valves, instrumentation & control devices, ASME/ANSI piping, welding procedures, and material testing.
  • Good understanding and knowledge of Oil & Gas Industry Artificial Lift systems & equipment will be advantageous
  • Good verbal & written English communication skills, French & Arabic will be a plus
  • Proficient in Microsoft Office & Outlook
